Telecommunications In Korea INTRODUCTION Telecommunications is a tool providing information services to both private and public sectors. It is highly involved in society and helps a society grow and flourish. It affects the ideals and trends of a society and, thus, is a very important factor in a growing country. With an area of 99,019 square kilometers, and a current population of 44.6 million people, the Republic of Korea is a great challenge to connect through telecommunication tools and projects. Even with such a great expanse of land and peoples, Korea has succeeded in becoming the eighth most advanced country in telecommunications. There are 337 telephones per 1000 people with an annual growth rate of 15.6% for residential subscribers, 10.1 % for commercial subscribers and 245 for leased line data services. Thus, the question of how Korea accomplished this in just a little over a decade comes to mind. In this paper, I will give an overview of the developments of the Korean telecommunications industry. Then through other literary sources along with the telecommunications background information, I will show how the Korean Governments practice of deregulation and liberalization has spurred on competition and, henceforth, progress in the Korean telecommunications industry. CHAPTER 1: History of Telecommunications The first form of telecommunications in Korea began in 1885 with the first telegraph which linked Seoul and Inchon which were located 35 km apart. The periods of telecommunication development can be divided into three stages. In the first stage, 1885 to 1961, there was limited telegraph and telephone service available. They were mainly for official business service. The Japanese occupation from 1910 to 1945 and the Korean War from 1950 to 1953 stagnated telecommunication progress (Lee et.al 1). Only 120,000 telephone lines were installed in this period, supplying a minimal fraction of 0.4 phones per 100 persons. In the second stage, 1962 to 1981, significant progress in telecommunications occurred. The government improved basic communications facilities by connecting rural areas by phone and by creating training centers for telecommunication employees to keep the phone lines running smoothly. Telephone subscriber lines increased to 4.1 million lines offering 8.4 phones per 100 people. More importantly, long-distance telephone calling circuits were boosted from 1,177 to 88,571 circuits, while international calling circuits were increased from 12 to 274 (Lee, et. al 2). During this period, the government installed the micro-wave network in 1967 and the scatter transmission network between Japan and Korea in 1968. The first two satellite earth stations were built during this period. In addition, a coaxial cable was installed to bring an automatic telephone call service between major cities. In 1979, the electronic switching system (ESS) was introduced to aid with the increasing number of phone subscriptions. The third stage, occurring from 1982 to the present, illustrates a huge and dynamic change in the telecommunications industry. First, in 1982 to 1986 an addition of 6.2 telephone lines were installed. Within this period, the participation of Korea in the Asian Games and the 1988 Olympics placed telecommunications at a high demand. With the 10th Asian Games in 1986, an integrated automatic switching system was introduced. The capability to install telephones immediately upon request became available. The 1988 Olympics brought the idea of launching Korea's own satellite in mind. Although a satellite was not launched during this period, it made the idea more of a future plan. Government Policies and Telecommunication Companies The development of Korea's information society cannot be separated from the development of the Korean government policies. This is because all telecommunication sources were once controlled by the Korean government. Then as years went on, the government loosened its reigns for other private and publicly owned companies to develop telecommunication products which they could themselves market. This decrease in government control resulted to a more competitive environment where progress prospered. In the early 1980's, the Korean government Ministry of Communications (MOC) restructured the public telecommunications sector which led to the transfer of government operated telecommunications to a public corporation, Korea Telecommunication Authority (KTA) (Seo 154). Later in 1982, telecommunication powers were also given to a private company entitled the Data Communications Corporation of Korea (DACOM). In other words, the writer uses an example sentence in the middle of a paragraph, without including the actual example sentence in the middle of the paragraph.The second t ype of example is where the writer actually includes the example sentences and paragraphs in the same place where they are being used in the essay. In other words, the essay example is actually included in the final version of the paper, which makes it easy for the reader to see and recognize.

I don’t really know what to call it, but I do remember the first time I ever saw her. I was young; maybe eleven or twelve. It was so odd that she struck me so much, at first glance. Eleven or twelve is not exactly the age that boys begin admiring girls.   I know I wasn’t looking for a girlfriend. I was outside playing with my buddies, Ricky and Josh. We were building a fort out of some cardboard boxes that dad had found from work. It was what we always did after school. It was while we were putting the last box in its place that I heard this laughter coming from the sidewalk. It was unlike anything I had ever heard before. It was kind of musical, but also a little taunting. â€Å"Is that what you do around here for fun?† asked this lanky, blonde hair, blue eyed girl. Very rarely can you remember what someone says word-for-word, but I will always remember the words of this mysterious girl. All three of us boys gawked at her. She was not like the other girls that we teased at school. They were cute usually wore pigtails or braids that we tugged on to get their attention, but this girl; she was not cute at all. Not really cute. She was pretty. She had rosy cheeks instead of the freckled ones that we usually saw. She was wearing make-up and had one clothes t hat looked too old for her age. She told us that her name was Annie. She did not tell me her last name. She told us that she was from New York City and was only in our small town for the summer, staying with her aunt and uncle. I don’t remember what I said back to her that first time she spoke to us. I wanted it to be something clever, something sarcastic, but it was something terribly dull. As dull, apparently, as she thought our town was. The next day, I told Ricky and Josh that I did not feel like playing â€Å"fort† anymore. I told them that it was for kids. I wasn’t a kid anymore. Instead, I waited upstairs in my room and looked out of the window that overlooked our front yard. From our front yard, I could see Annie’s aunt and uncle’s house. She was walking outside, so I ran down the stairs to go outside, stopping at a mirror near the door to make sure my hair was smoothed down and that my collar was straight. I usually let my hair fly however it wanted to, but not in front of Annie. I went outside and leaned against the house, trying to look like I imagined the boys looked in New York City; uncaring and cool. She walked by and stopped. She stared at me, but I was not going to give her the satisfaction of being the first to say something. Especially since I had no clue what I should say. I had not thought that far ahead. â€Å"So where are Tweedle Dee and Tweedle Dumb?† she asked. She was talking about Josh and Ricky. I shrugged, and kicked the ground, or something as equally cool and uncaring as that. â€Å"So, where can I girl get a soda in this dump?† She asked, hands on her hips. I was in love. She was a little rude, loud, and annoying, but she was the best thing I had ever seen. It was the beginning of a summer romance. At least, to me it was a romance. I am still not sure why Annie decided to hang around me when there were plenty of local beefy jocks that would have loved to have spent summer with her. I never asked her. I was just glad that for some reason, I was chosen. That was one of the best summers of my life. Ricky and Josh were not really happy, because I rarely had time to be around them, anymore. Annie and her crazy ideas kept me busy. For a girl who complained so much about my hometown, she certainly found plenty to do in it. We went horseback riding- something she had only read about, shopping at our small mall (her idea, not mine), went skinny dipping in a lake (my idea, not hers), and had many mini-adventures. I think that even though she was used to the big city, she had as much of an amazing summer as I did. She was so modern and cool – unlike any girl I had ever met before.   Instead of reading Seventeen, or some other silly magazine that girls read, she enjoyed reading the New York Times, particularly the movie reviews. She loved movies and could quote them like some people quote poetry. â€Å"’Why do you want to fight?’† she would ask me. I knew my cue was â€Å"’Because I can’t sing or dance.’† Rocky was among her favorite movies. â€Å"’I think we make a great couple of coconuts. I am dumb, you are shy, what do you think?’† was another one that I said to make her laugh. Weird for a girl to like Rocky 1 instead of Pretty in Pink, but I wasn’t complaining. The only thing bad about our summer was that even though every day with Annie was fun, I knew that eventually the summer would end and she would have to go back to New York City. That day came and she did not even say goodbye. I went to her aunt and uncle’s house and they told me that they had taken her to the airport early that morning.   I never saw Annie again. Her aunt and uncle moved shortly after that summer. It was one of the best summers of my life, but it happened so fast and ended so fast that sometimes I wonder if it was just a dream. If it was a dream, or if I had been in heaven, then Annie had been an angel. Either way, I will never forget that summer, or Annie from New York City.

Even with a successful attempt for regime change in 1990, the country did not manage to usher in a new age of pluralistic rule through democracy and empowerment of the civil society. This was because there have been decades of politically brutal and economically unfavorable military rule, which has left the civil society and the population in murky waters in terms of development (Brown 732).

Aristotle's View Is life really about the 'money', the 'cash', the 'hoes', who has the biggest gold chain or who drives the shiniest or fastest car, who sells the most albums or who has the most respect? Aristotle challenges views, which are similar to the ones held and shown by rap artists such as Jay-Z and the Notorious B.I.G., by observing that everything in the universe, including humans, has a telos, or goal in life. He states that the goal of a human life is to achieve happiness or eudaimonia. I believe that Aristotle is completely correct in his reasoning of the purpose of human nature.
